Rigan Tathan is a Hunyago politician of the Morph Imperial Court for much of it's existence. In the Human Readiness Committee, she is known as the Bio-Morph of Israel. And to a minor extent the Palestinian area's. Identified as a human name Noa Shira.

Rigan was born to devoted rheoli's Rasis and Ostrana Tathan, members of the Verde Coasts' Exarchate council through her grandfather who was the exarch. Growing up away from the intellectualist persecution. Around the empire's creation, her parents then found positions in the Imperial Court among other things created by Sero Fera, the first Empress. Rigan would later be given the title of 'Head Judicator'. Succeeding her mother.

As Head Judicator, she would constantly oversee the emperor or empress' activities. Overseeing the reigns of Belus V, Uparmiya Jobias, Ordway Nodons, Gundrada Joveta, Anu Fera, and finally Anshan Cyrus. Cyrus would later dissolve the court in the final decade of the decolonization era.
